It needs a base, not soil.
Flagstone laid straight onto ground rocks underfoot inside a season, because soil moves and stone does not bend. Set it on a compacted aggregate base with a screeded bedding layer, or mortar it onto a slab. The base is the part nobody sees and the only part that decides whether it lasts.

Coverage is a thickness question.
Flagstone starts at $425 and is sold by the pallet and by weight, so thinner stock covers more ground per ton. That makes thin stock good value on a footpath and the wrong choice under a car.
