Fill dirt holds a grade. Planting soil grows things. Mulch keeps the water in.

Do not plant into fill dirt because it was cheaper.
Fill dirt is subsoil and it is doing a structural job: taking up volume, holding a grade, compacting without moving later. Organic planting soil is the opposite, loose and organic and meant to be rooted into. Raise the grade with one and finish the top few inches with the other. Screened fill dirt sits between them, run through a screen so the rock, roots and clumps are gone and it spreads evenly.

Bulk is cheaper by the yard. Bagged fits in a car.
Fill dirt runs from $20 bulk and $38 bagged; screened fill dirt $30 to $48; organic planting soil from $40 bulk and $58 bagged; hardwood mulch in red, brown or black from $30 to $53. If you have a truck and a real quantity, buy bulk. If you have a sedan and a flower bed, buy bags.
Marietta ground is heavy clay, so build up.
Most beds around here do better built up with planting soil than amended in place. Mulch on top at two to three inches holds the moisture in and keeps the weeds down without smothering what you planted.
