Mortar and concrete are not interchangeable.
Concrete mix carries aggregate and is there to take load: footings, pads, setting posts. Mortar is there to bond and bed units, and mortar types differ in strength and flexibility depending on what they are holding together. Using one where the other belongs is a quiet failure that shows up as cracking later.
