A basin with no fall is a puddle with a grate on it.
The whole system works on gravity, so the outlet run has to fall continuously away from the basin. Set a catch basin level, or run the pipe with a dip in it, and it holds water instead of shedding it. Lay the run out on paper and check the fall before anything goes in the ground.
